La Cátedra UNESCO para la Lectura y la Escritura y la Universidad de Panamá (Facultad de Humanidades) convocan a la comunidad de América Latina comprometida con el mejoramiento de la calidad de la educación al X Congreso Internacional de la Cátedra UNESCO para el Mejoramiento de la Calidad y Equidad de la Educación en América Latina, con base en la Lectura y la Escritura, que se llevará a cabo en la Universidad de Panamá del 3 al 7 de agosto de 2020.

Objetivos

 

• Debatir sobre los retos de las ciencias del lenguaje ante los problemas de lectura y escritura desde la variedad de perspectivas y enfoques con una visión integral e interdisciplinaria.

• Evaluar los aportes de otras disciplinas al desarrollo de las ciencias del lenguaje y sus aplicaciones a la lectura y escritura en sus áreas de especialización.

• Difundir los avances de investigaciones teóricas y empíricas en el campo de la lectura y escritura.

• Favorecer la creación de espacios de discusión y debate en torno a las problemáticas específicas del campo.

• Conocer los avances en didáctica de la lectura y de la escritura en los nuevos contextos académicos y profesionales.

• Fortalecer los vínculos académicos entre los investigadores de la Cátedra Unesco para la Lectura y Escritura tanto a nivel nacional como internacional.

• Propiciar la consolidación de espacios de intercambio y formación entre docentes e investigadores noveles y expertos.

CALL FOR CHAPTERS

 

We would like to inform you of a call for chapters for an edited volume proposal titled Latin Americans in Europe: Sociolinguistic issues to be presented to Routledge.

 

Rationale and description of the volume

As García (2017) notes, “displacements and movements of people into different spaces characterize the world today” (p. 11). As a result, not only have migrants become deterritorialized, but also their referential linguistic practices, identities and beliefs. Languages/varieties, identities and ideologies considered “local” elsewhere are increasingly spoken, performed and held within diasporic communities in receiving societies in which other languages or varieties of languages, identities and sets of values enjoy “local” status. The linguistic practices, identities and ideologies of diasporic members as they evolve in the light of their everyday contact with new languages, new language varieties and repertories has predominantly focused on ‘dialect contact zones’, processes of ‘dialectal accommodation’, and the emergence of new ‘varieties’, with English constituting the focus of attention par excellence (e.g., Britain and Cheshire 2003, Hinrichs 2011, Pennycook 2007, Poplack and Tagliamonte 2001).

 

Spanish, particularly the contact between speakers of different varieties of Spanish, has received less sociolinguistic attention with the exception of the US. In the US, the existence of ‘autochthonous’ speakers of Spanish as a result of early Latinx settlement, the Mexican cession in 1848, and (more) recent, sustained migration from different Spanish-speaking Latin American countries has been echoed by the sociolinguistic interest it has generated (García 2015). The language practices of relatively large Latinx populations across the country have been examined and their identifying features mapped (see, for example, Lynch 2000 on Cubans in Miami and Carter and Callesano 2018 on attitudes toward varieties of Spanish in Miami for the Southeastern region of the US; Rivera-Mills 2000 on intra-ethnic attitudes among Latinx in Northern California and Hernández and Maldonado 2012 on accommodation among Salvadoran transmigrants in Texas for the Southwestern region of the US; Otheguy and Zentella 2012 on dialect levelling in New York and Zentella 1997 on growing up bilingual in New York for the Northeastern region of the US; Potowski 2016 on MexiRican Spanish in Chicago and Rosa 2015 on the emergence of linguistic symbols of Latinx panethnicity in Chicago for the Midwestern region of the US; Villa, Lapidus Shin and Robles Nagata 2014 on the Spanish-speaking populations of the state of Washington for the Northwestern region of the US; and Roca and Lipski 1993, Fuller 2013 and Escobar and Potowski 2015 for more comprehensive accounts of Spanish in the United States). This mosaic of Latinx diversity is geographically anchored to areas in terms of history of migration and settlement. In these, by and large, Latinx, and other groups, despite their history therein, have been shown to continue suffering various forms of social injustice, including racism in their daily lives (see Hill 1998 on Mock Spanish; Rosa 2018 on Raciolinguistics).

 

In contrast to the spread and long history of contact between the US and Latin America, Latin American migration to Europe has been relatively small despite its steady increase in the last two decades (Kalir 2010). Census data indicates that, since the 1960s, Europe is a popular destination for Latinx migrants. Early arrivals (1960-1980) were for the most part fleeing  dictatorial regimes, mainly from Argentina and Chile, and relocated mostly in France, Germany, Portugal, the Scandinavian countries, Spain, Switzerland, and the United Kingdom. More recente arrivals (1990s and beyond) have fled their countries because of politico economic considerations (e.g., persisting economic difficulties) and have relocated to a large extent in Southern Europe (i.e., Italy, Portugal, and Spain). Due to historical and cultural links, and more importantly for linguistic reasons, Spain has been perceived by Spanish-speaking Latin Americans as a “natural” destination (Retis 2004) In addition, recent economic turbulent times in Latin America (e.g., the Venezuelan crisis, El Corralito 2001) and the tightening of immigration controls and visa regimes in the US spurred recent flows from Latin America to ‘traditional’ destinations and, of Latin Americans to secondary destinations (e.g., from Spain to the Germany, UK – Pellegrino 2004). Latin Americans in Europe now represent a significant minority in some countries such as Spain, and a political minority in others (McIlwaine 2011), especially in countries with little prior direct contact with Spanish beyond connections with Spain. A Latin American presence is nonetheless clearly felt in cities such as London, Milan and Lisbon, to mention a few, where some neighborhoods are dressed with Spanish and Latin American signs (e.g. flags, images of what is considered the typical food of certain regions, commercial brands from Latin America, amongst many others) and the Spanish language can reign over. Against this presence, Latin Americans in Europe are largely made invisible by their insertion into the service sector (e.g., cleaning, catering, looking after children and the elderly often under precarious conditions) with varying possibilities of learning the language of the receiving society or accessing some public resources.

 

Sociolinguistic research has analysed the linguistic practices of more established and emergent Latin American communities (Márquez Reiter and Martín Rojo 2015), offering us a first panorama of the vitality of Spanish in Europe and of the connection between linguistic practices and contexts of emergence. In bringing together contemporary sociolinguistic research on Latin Americans across European locales into one collection, we explore the links between linguistic convergence/divergence and wider processes of identification, boundary marking/levelling, and processes of social differentiation among Latin Americans across interactional arenas and geographies. Knowledge gained aims to offer a broader understanding of the everyday sociolinguistic realities of Latin Americans as they engage in or reflect on diferente forms of mobility (social, economic, political) as part of sustaining a livelihood in Europe. Recent studies have shown how subjects control their repertoires (Martín Rojo and Márquez Reiter 2019) and perform cultural identities (Patiño-Santos and Márquez Reiter 2018) in contexts of exclusion and social inequality.

 

Both in Spanish as in other languages, processes of linguistic and/or cultural accommodation, and the emergence of new varieties and/or linguistic and cultural identities have received attention. However, more process rather than product-oriented research is needed to capture the fluid nature of linguistic practices and their context-dependency. Transnational/diasporic subjects have shown to carefully craft their communicative repertoires and/or identities based on their reading of the in-the-moment contexts in which their linguistic and/or cultural repertoires and/or identities (either emergent or referential) become (ir)relevant. The proposed volume brings together research on the unfolding of the linguistic practices of various groups of Latin Americans in diverse European settings with its own idiosyncrasies; yet, united by its focus on contexts of little or partial social inclusion. In so doing, the collection of essays will help to raise the profile of the groups included and their everyday struggles. We are  particularly interested in receiving papers that address all forms of mobility, transnationalism and identity.

Following this, we will contact all submitters about acceptances by the end of February 2020. We expect selected authors to send us their full manuscripts by July 1, 2020. Following this, manuscripts will be sent out to for external reviewing. The reports will be made available to authors by September 15, 2020, who will have three months to revise and resubmit their manuscripts. We aim to submit the edited volume to Routledge by January 7, 2021.

VII World-Conference on Pluricentric Languages and their Non-Dominant Varieties:

Standards in the Digital Age

The International Working Group on Non-Dominant Varieties of Pluricentric Languages (WGNDV), the founding group and organizer of previous conferences, coordinated by Prof. Rudolf Muhr welcomes the inititiative by the UFSC's UNESCO Chair on Language Policies for Multilingualism (UCLPM) to organize the VII World Conference on Pluricentric Languages and their NON-dominant Varieties, which is jointly organized within the framework of an institutional partnership between the following 5 institutions:

 

* the Federal University of Santa Catarina (UFSC), the Federal University of Bahia (UFBA), the Fluminense Federal University (UFF), the University of Brasilia (UnB) and the Institute for R&D in Language Policy (IPOL)

 

 

General objectives of the conference:

 

The previous conferences and associated events, held in Graz (2011), Salamanca (2012), Guilford (2014), Graz (2015), Mainz (2017), Nitra (2018), Graz (2019) and Stockholm (2019) as can be seen in the eight published volumes (see website), explored the field, defined the scientific terminology associated with the descriptions of pluricentricity, described the current situation of non-dominant standards in languages of four continents and discussed sociological, educational and cultural implications of managing language standard systems.

 

The Conference will enable the theoretical and methodological debate between several language communities from various continents, considering both standardized languages in historical periods as well at present and deal with linguistic varieties in the process of standardization.

 

1. Its main objective is to deepen the already systematized knowledge about pluricentric Languages and to welcome scholars from all over the world in Brazil and to give an insight into the situation and characteristics of as many varieties and languages as possible.

2. As it is the first time such a conference takes place in South America, the organizer wish to have an increased presence of researchers working on pluricentric languages of South America and the Americas.

3. In addition we kindly invite researchers working on European, Asian and African languages, and thus to have the presence of a large number of diverse language communities that represent different pluricentric languages.

4. We also wish to take into account that 2019 has been the United Nations International Year of Indigenous Languages (https://en.iyil2019.org/) and hope to include the South American pluricentric indigenous languages like Aymara, Chechua, Guaraní, Maya and others.

 

 

Specific objectives of the conference:

 

1. to create a forum for discussion of different theoretical and methodological approaches to the description of pluricentric languages in the context of Information and Communication Technologies (ICT) in maintaining and developing the standards system of pluricentric languages;

2. deepen concepts andmethodologies for planning the status, corpus and teaching of pluricentric languages;

3. pay attention to the description of migratory varieties and the effect of diasporas on the emergence of new types and forms of pluricentricity;

4. share of information on the situation of pluricentric languages and their non-dominant varieties, the identity of their speakers and their linguistic communities, the treatment of written and spoken language and their dissemination to the new generations;

5. discuss the major language equipping strategies for digital functioning in a contemporary context.

MODES OF PARTICIPATION

 

Interested persons may participate in the following ways:

 

1. Presentation of individual papers: Presentation of research and experiences on various aspects related to language pluricentrism. 30 minute presentations. Submit paper submission proposals by January 30, 2020.

2. Poster Presentation: Presentation of research and experiences on various aspects related to linguistic pluricentrism. Submit paper submission proposals by January 30, 2020.

3. Participation as a listener: Participation in all activities of the event, without the presentation of papers. Open to anyone interested.

 

 

CONFERENCE LANGUAGES

 

1. The official languages of the VII Conference will be Portuguese, Spanish and English, and

2. the languages of the sessions for specific languages, if there are enough presentations to establish a session.

3. All presentations (slides, handouts) must be written in English. The oral presentation may be held in one of the official languages of the 7th Conference.

 

 

RULES FOR THE SUBMISSION OF ABSTRACTS

 

1. Each participant may submit a maximum of two abstracts to the Scientific Committee.

2. Abstracts must be a minimum of 200 words and a maximum of 400 words long.

3. Abstracts must be submitted via the entry form which can be dowloaded from the web page of the conference (click here) and

4. sent to the email adress: 7pluricentriclanguages@gmail.com with “Abstract submission for 7th WCPCL” in the subject line.

LENGTH AND LANGUAGE OF PAPERS/PRESENTATIONS:

 

1.Papers must be presented in one of the official languages of the event: Portuguese, English, Spanish or in the language of a special session about a specific pluricentric language it there are enough papers to form a session of its own.

2. Presentations will be scheduled at 30 minutes (20 minutes presentation plus 10 minutes for discussion).

3. The presentations can only be done by the authors of the papers/posters.

4. Each participant may present a maximum of two papers at the event.

 

 

CRITERIA FOR POSITIVE EVALUATION OF ABSTRACTS AND ADMISSION TO THE CONFERENCE

 

Abstracts sent to the Scientific Committee of the 7th Conference will be evaluated according to the following criteria:

 

1. Relation of the proposal to one of the thematic priorities of the event.

2. Scientific-professional nature of the positions, arguments and propositions assumed (the work cannot be commercial in nature).

3. Theoretical and scientific relevance to the knowledge areas covered by the event.

4. Quality of textual organization (language used, cohesion, coherence, clarity).

5. Clarity in the exposition of the theoretical and methodological contributions, objectives and results of the work.

 

After the evaluation of the proposals, the results will be sent to the submitters until March 10, 2020.

PRIMERA CONVOCATORIA

 

El Departamento de Lenguas, Literatura y Comunicación de la Universidad de La Frontera, convoca al VIII CONGRESO INTERNACIONAL DE LENGUAS Y LITERATURAS INDOAMERICANAS y XIX JORNADAS DE LENGUA Y LITERATURA MAPUCHE, que se desarrollará en la ciudad de Temuco, Chile, entre el 16 al 19 de noviembre de 2020.

 

Nuestro Congreso tiene como propósito ofrecer un espacio de reflexión y diálogo a los estudiosos e investigadores de las lenguas, las literaturas, la comunicación, las culturas y las artes indígenas de las primeras naciones de América.

 

Este congreso ubica en primer plano las culturas indoamericanas y sus distintas expresiones, entendiendo que han estado sujetas a procesos de invisibilización y colonialismos criollos que vienen gestándose desde el siglo XIX con la instalación de los proyectos Estado-nación latinoamericanos, lo que ha provocado procesos de marginación e injusticia social ante los cuales, en el presente, luchan por el respeto, la reivindicación de sus derechos ancestrales y una participación equitativa en la toma de decisiones.

 

En este sentido, la discusión y el diálogo estarán dedicados a la situación presente, pasada y futura de las expresiones lingüísticas, literarias, comunicativas, culturales y artísticas de los pueblos indoamericanos, que incluyan reflexiones en torno a temáticas como la creación poética, la construcción de narrativas orales, escritas y visuales, las lenguas en contacto, la revitalización y políticas lingüísticas, el arte ancestral y moderno, y el pensamiento y la comunicación intercultural.

 

Este Congreso, con una tradición académica de más de 30 años, en sus orígenes se centró exclusivamente en el estudio de la lengua y literatura mapuche. Sin embargo, por constituirse en el único espacio de debate de las problemáticas derivadas del contacto cultural en la región sur de América, se fue enriqueciendo con los diferentes aportes de investigadores nacionales y extranjeros que estudiaban temáticas indoamericanas, lo que constituyó el argumento para ampliar su convocatoria más allá del Wallmapu -territorio mapuche ancestral-.

 

La actual convocatoria, consciente del escenario histórico que viven los pueblos indígenas americanos, considera fundamental la presencia de investigadores, estudiosos y académicos para mantener viva esta tradición y continuar develando las realidades silenciadas.

 

La Universidad de La Frontera se complace en convocar a las y los investigadores a participar en este Congreso Internacional, enviando sus contribuciones con el fin de compartir resultados de investigación y reflexión en torno a las temáticas pertinentes.

 

 

MODALIDAD DE ACTIVIDADES

 

En esta VIII versión internacional y XIX jornadas nacionales, el Congreso incluirá cuatro conferencias plenarias a cargo de expositores/as internacionales, comunicaciones individuales, mesas temáticas y cursillos, poesía mapuche, además de actividades y exposiciones artísticoculturales.

ENVÍO DE RESÚMENES.

 

Los resúmenes deberán ser enviados a través de la página web www.congresolenguasyliteratura.cl, según las indicaciones especificadas allí. 

 

Deben tener una extensión máxima de 250 palabras e incluir: perspectiva teórica, problema, metodología, y resultados. Asimismo, debe contener un título claro y breve de la propuesta (en mayúsculas), incluir cuatro a cinco palabras claves, el nombre del autor o los autores

 

No se recibirán resúmenes de propuestas por otro medio que no sea la plataforma del congreso www.congresolenguasyliteratura.cl

El pago de la Inscripción da derecho a una Certificación Individual.

El máximo de ponencias por autor principal es una, y otra como co-autor.

Las ponencias orales serán de 15 minutos por cada expositor en la mesa; al finalizar la mesa se abrirá un período de 10 minutos para preguntas y discusión. Las propuestas serán agrupadas por el Comité Científico del congreso en áreas temáticas afines. Los expositores contarán con equipo de proyección en cada una de las salas; si requieren otro equipamiento, deberán señalarlo con anticipación a la comisión organizadora.
